Planners approve 12-storey boomers apartment development in beach precinct

LONDON: Planners have unanimously approved a mid-rise boomers apartment development in a Beach precinct.

The luxury apartments at 194 The Esplanade in Scarborough was unanimously approved on Wednesday morning by the Metro Inner Development Assessment Panel who highlighted the detailed considerations for its coastal location.

The development across from Brighton Reserve will be undertaken by Gary Dempsey Developments and designed by DKO Architects, with the 45m building spanning over 12 storeys.

The Gary Dempsey Development website has named the development Myka Residences which will include 21 apartments made up of three and four-bedroom apartments.

City of Stirling deputy mayor Suzanne Migdale described the development as “aligned, needed and welcomed in the city of Stirling”.

“The bulk and scale has been mitigated very well in my opinion.

“I cannot see any dilemmas to be found in the future for either the applicant or City of Stirling.”

DAP deputy presiding member Lee O’Donohue said the apartments were a “very important development” and “the slenderness allows for view corridors”.

The report noted that the tower’s curved design was included to minimise overshadowing Brighton Reserve while also providing extra view corridors for surrounding residences to the ocean.

The DAP panel’s approval was in line with officer recommendations to approve the plans subject to 40 conditions.

“The boutique, mid-rise development is designed in a contextual and site-responsive manner, taking inspiration from both the prevailing coastal character and continually emerging contemporary character of surrounding development,” a DAP officer conclusion said.

“Overall, the proposed development has been demonstrated to achieve an exceptional design outcome, with a high-quality architectural design supported by strong sustainability and amenities attributes for future residents. Additionally, the development has been demonstrated to meet all relevant environmental noise, acoustic, and waste management requirements.”

A landscaped terrace along with a public art wall will also add a visual element to the streetscape which is currently occupied by a residential address and vacant block.

DKO Architecture director Dennis Chew described the landscaped street area on The Esplanade as “a welcoming space for the community to relax and appreciate the view”.

“We’re confident our proposal enriches the urban fabric and its contextual response to the design enhancing the streetscape through and enhancing engagement in its surroundings,” he said.

The development will also include 55 car bays, with 11 of those being open to the general public.

DAP Presiding Member Francesca Lefante proposed an amendment which passed to change 11 ‘residential visitor bays’ to open public bays, saying that the visitor bays should not be “privatised” solely for residential visitors.

“The internal size of the apartments, which will all be either three or four bedroom, will be in excess of 250sqm with only two apartments per level and a penthouse with panoramic ocean views occupying the entire 12th floor and spread over 500sqm,” a September LinkedIn post by Gary Dempsey Developments said.
